Performance systems fail for two reasons: managers cannot write meaningful objectives, and ratings are not comparable because nobody calibrates them. This toolkit addresses both. It supplies review forms at annual, mid-year and probation stages in employee, manager and joint versions; an objective-setting framework with worked examples across functions, including the harder cases of support and administrative roles where output is properly measured by reliability and process quality rather than volume; a competency framework with defined behavioural levels; a one-to-one structure that makes weekly conversations useful rather than a status report; calibration materials for moderating ratings across managers; and manager guidance on conducting the conversation, delivering a rating below expectation, and documenting concerns properly from the outset rather than retrospectively. Where performance management may lead to formal action, local employment obligations apply and qualified advice should be taken.
